Capital Crossroads and Discovery Special Improvement Districts were created by property owners in Downtown Columbus to provide services that support a safe, clean, and vibrant downtown. Property owners in each special improvement district (SID) fund the program through assessments, and the board of trustees determines the focus.
Capital Crossroads SID focuses on safety, cleaning, landscaping, homeless outreach, economic research, Downtown C-pass, and the Pearl Market. Discovery SID focuses on safety, homeless outreach, economic research, first-floor graffiti removal, and creative placemaking.

Downtown Columbus plays a critical role in our region's economy. The Capital Crossroads and Discovery Special Improvement Districts track information that gauges the vitality of the central business district. Despite the pandemic, 25 projects worth $221 million were completed in 2020 and another 32 projects valued at $1 billion are under construction. The economic report is published annually in February.

Capital Crossroads Special Improvement District supports the development of downtown Columbus as a clean, safe, and fun place to live, work, and play. We’re here to help from 5:30 a.m. to 11:30 p.m. Monday – Saturday and 9:30 a.m. – 8 p.m. Sunday.
Discovery Special Improvement District helps property owners create and maintain a safe, vibrant, diverse, distinctive and walkable mixed-use neighborhood. We’re here to help from 5:30 a.m. to 2 a.m. Monday – Saturday.
In-kind and financial donations are needed for the warming centers downtown being managed by the Coalition for the Homeless. The warming centers located at Trinity Episcopal Church, Broad Street United Methodist Church, First Congregational Church, and the Columbus Metropolitan Main Library, allow for people experiencing homelessness to get out of the cold, and access services.
Downtown C-pass provides eligible employees and residents in the Capital Crossroads Special Improvement District with unlimited access to the entire COTA bus system. C-pass is good any day, any time, on any route.
UPDATE: Downtown C-pass extended through December 31, 2025. Also, COTA will reinstate fares on January 11, 2021.
